New York — A video has appeared on Worldstarhiphop.com of NYPD officers placing a man in chains for simply cracking jokes with a bicyclist who received a ticket from 7 cops.
The seven-minute video shows a man who is at the scene of a crime making fun of the situation, and seven officers asking him for ID and then placing him under arrest for his “attitude.”
