Black Baby Doll Hung by Noose at Parks Dept
A worker at the city's Parks Department headquarters in the Bronx found the doll hanging by its neck from a metal chain. Police also found three "KKK" markings etched into a bathroom in the building. The NYPD is investigating the incident as a hate crime.
