Plan to House Disabled Men in Luxe Condos is Cut Back

GREENWICH VILLAGE— A controversial plan to house seven developmentally disabled men in two luxury condominiums on Lenox Avenue has been scaled back.

Non-profit Community Options, which had initially applied for two $500,000 condominium units to house seven disabled men in Harlem, is now seeking approval from the state Office for People with Developmental Disabilities to purchase just one condominium.

The group said they scaled back the proposal hoping to temper the objections of Community Board 10, which twice voted down the plan, citing what they felt was an overabundance of "special interest" housing.

"They say they aren't against the disabled but they don't want the homes there," said Jessica Guberman, a vice president for Community Options, who appeared at the Thursday hearing to argue on behalf of the program alongside Todd Hansen, a regional vice president for the organization.

"These are long-term placements. This is not transitional housing. They will spend the majority of their lives, if not their entire life, there," said Hansen.

HARLEM — Contestants at the Apollo Theater's Amateur Night competition no longer have to worry about being booed by just the legendarily tough audience.

Now, Amateur Night aficionados around the world can express themselves through their phones with the launch of Amateur Night Digital. The new iPhone and Android application allows fans around the world to vote for— or against— and track their favorite performers.

"They can make their cheers and boos heard around the world and they can provide their expert commentary," said Dexter Upshaw, digital media manager for the Apollo Theater.

The 78-year-old talent competition has helped to launch the careers of performers ranging from Ella Fitzgerald and Stevie Wonder to Lauryn Hill. Contestants perform in front of the Apollo's 125th Street audience at their own risk.

If they're good, they are rewarded with cheers. But if the audience is not happy, performers face not only a chorus of boos but a visit from the "Executioner," C.P. Lacey.

For-Hire Vehicle (FHV) Drivers, Vehicle Owners & Base Owners

The Taxi and Limousine Commission has released draft rules for a new type of license
called a Street Hail Livery License. This new license will allow owners and drivers of FHVs to pick up hailing passengers off the street in Brooklyn, the Bronx, Queens (excluding the airports), Staten Island, and Manhattan north of West 110th Street and East 96th Street.The Street Hail Livery License is part of Mayor Bloomberg's plan to bring legal street hail service to all five boroughs. The rules being proposed today cover drivers, vehicle owners, and base owners that are interested in purchasing this new license.

- The Street Hail Livery License is completely optional and will not be required for you to operate your vehicle or base if you are doing prearranged service only. However, it will be necessary for any driver, vehicle owner, or base owner to have this new license if they plan to serve customers through street hails.

- Drivers and vehicle owners who purchase a Street Hail Livery License will be required to retrofit their vehicles to include a meter (used for street hail fares only), a roof light, a credit/debit card reader, and a GPS device.

- Drivers and vehicle owners possessing a Street Hail Livery License will be allowed to pick up passengers through street hails in the boroughs of Brooklyn, Queens, the Bronx, Staten Island, and in Manhattan north of West 110th Street and East 96th Street.

- Soliciting street hails at the airports (JFK and LGA) and in Manhattan below West 110th Street and East 96th Street will be strictly prohibited and will result in a fine and possible forfeiture of your license.

- Street Hail Liveries cannot perform dispatched pick-ups below West 110th Street and East 96th Street in Manhattan. Regular FHVs, however, can continue to provide dispatched pick-ups anywhere in Manhattan.

- Street Hail Liveries can perform dispatched pick-ups and drop-offs at LaGuardia and JFK airports.

- This year, there will be 6,000 street hail livery licenses issued for $1,500 each. They will be available to vehicle owners and drivers who have been licensed for at least one year prior to the issuance of the new licenses and are in good standing with the TLC. At least 20% of these licenses will be issued to those with wheelchair accessible vehicles. Next year the licenses will be issued for $3,000 each, and the following year they will be issued for $4,500 each.

To make sure drivers, vehicle owners and base owners fully understand the details of these proposed rules, a complete version is now available on our Web site under Proposed Rules, at www.nyc.gov/tlc. On our Web site, you will have the opportunity to give feedback on these proposed rules. We implore all interested parties to do so, especially before the scheduled public hearings on them so that we may have enough time to process and understand your feedback.

The Commission will hold a public hearing, at which the public and interested parties are invited to submit comments and testimony on the proposed rules, at 9:00 a.m. on March 22, 2012. This hearing will be held in the Commission's public hearing room at 33 Beaver St., New York, NY on the 19th Floor. We strongly encourage you to testify at this hearing so that the Commission will have adequate time to process your comments.

Oprah Lands First Interview With Bobbi Kristina, Houston Family

NEW YORK (AP) — Oprah Winfrey has landed an interview with Whitney Houston’s daughter and other family members for a TV special that will air on the Oprah Winfrey Network.
“Oprah’s Next Chapter” will feature an interview with 18-year-old Bobbi Kristina, Houston’s only child. It will also include Patricia Houston, who’s the singer’s sister-in-law and manager, as well as the singer’s brother Gary. It is scheduled to air March 11.
The superstar was found dead in a bathtub at the Beverly Hilton Hotel in Beverly Hills, Calif., on Feb. 11. An exact cause of death has yet to be determined.
Winfrey was one of the guests invited to Houston’s funeral in Newark, N.J., last month.
Houston was 48 years old. Her daughter turns 19 Sunday.

WASHINGTON HEIGHTS — Two NYPD detectives have been ordered to rehab after they spent hours drinking on duty at a Washington Heights restaurant where a waitress claims she was sexually assaulted.

The cops, who were directed by the department to go to the facility upstate, are among four detectives from the 33rd Precinct who partied at Parrilla Steakhouse on Feb. 16. All have been placed on modified duty and stripped of their guns and badges while the incident is investigated by the Internal Affairs Bureau.

Investigators are still trying to determine if one of the detectives had sex with the waitress during the four hours that he spent at the eatery on Broadway and 164th Street.

The case is the latest black eye for the precinct — seven months ago, an off-duty 33rd Precinct officer, Michael Pena, was arrested for allegedly raping a Bronx school teacher in Inwood at gunpoint, putting women in the neighborhood on edge.

"Where are we supposed to turn if even the police are doing things like this?" asked Washington Heights resident Stephany Milagros, 28, in response to the Parrilla allegations. "What happened to upholding the law?"
